Many of the options aren't showing on my blog from the section showing design (skins?)
Can this issue be fixed?

That presumes there is an issue - I am not aware of any. Please post screenshots of what you are seeing so that I can make suggestions.
My guess is that you are facing a conflict with a bad plugin, but with the amount of information you have provided I cannot say more.
