v3.6.3 - "You may use these tags"

As of v3.6.3, there's a new message added below the comments form: "You may now use these HTML tags..."

It doesn't seem like the old behavior can be achieved from the options; I needed to manually edit comments.php, line 82 to get the comment form back to how it used to look.

It would be great if this were an option (or perhaps a filter to modify the comment_form array) so the theme source didn't have to be edited :)

You can hide the HTML element using custom CSS, or override the functionality using a child theme with just the comment.php file

to use

in the Custom Includes CSS does the trick ;=)
