Okay, this is good. At least I know now why it's happening, and that my search to get Pages to look like Pages of Posts is futile. I think I can work around that.
I'd kind of hoped that there was just a div wrapped around the comments form with "display: none;" that could be toggled via a javascript link. But this isn't really my area of expertise.
