Quote styles different

Hi there - thanks for the new version - great work. I notice however that double quotes appear in different styles in post titles, and I'm just wondering why that is (see attached screen grab).

It also appears like this in body text. See this post http://www.australianclimatemadness.com/?p=2252.

Any ideas?

That has nothing to do with the theme.

Fine, if that's the case I thought perhaps you might be able to point me to which function converts the plain quotes to smart quotes, so I can disable it.
