Add an image on top of the content

I've searched the forum and I didn't see the answer to this.

I want to add an image about 3/4 down the screen that sits on top of the content. My header and footer are both fixed and run the width of the screen, and I need to put another thin image across the screen in a fixed position, with a z-index of 1 so it's on top of the all the content. Is there a way to do this?

You can try to use "Widget Area Below Header".

I just edited the question - I think I used the wrong term (above vs on top).

I want to put an image on top of the content, similar to adding a layer. It's a very narrow image spanning the full page and the content under it will be blocked from view
